Pay your money and take a chance, that's the conundrum everyone faces.

There's a real grey area between what an ISP can dish out and you as the consumer can receive. Your equipment the ISP's equipment and server usage, the exchange, even down to the weather in some cases can be factors that have to be considered, and so implied guarantees are used for marketing purposes only and neatly covered in the small print.

It's a real minefield and especially for those like you who live out in the sticks.
